We seat both and say which is which, because the search term that surfaces them is the same and the two products do completely different jobs.
We separate what replaces your hardware from what patches it
A router is the box your broadband line plugs into. An extender rebroadcasts the signal of a router you already own, halves throughput on the cheap single-band models, and cannot make a slow connection faster — it can only push an existing signal further. A router UPS does neither: it keeps the box you have alive through a power cut.
